Preheat the oven to 375°F (190°C). Grease a 9x13-inch baking dish.
In a large bowl, combine the cooked chicken, cooked rice, steamed broccoli, cream of chicken soup, milk, garlic powder, salt, and black pepper. Mix until well combined.
Fold in 3/4 cup of the shredded cheddar cheese, reserving the rest for topping.
Spread the mixture evenly into the prepared baking dish. Sprinkle the remaining cheddar cheese and breadcrumbs (if using) on top.
Bake for 30-35 minutes, or until the casserole is bubbly and the top is golden brown. Let cool for 5 minutes before serving.
